Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. CLEVELAND MUNICIPAL SCHOOL DISTRICT

PERFORMANCE FOR THE 2019-2020 SCHOOL YEAR, October 27, 2020, 5 pages

Required by H.B. 525 of the 129th General Assembly (2011-2012); explains that the usual report relies on state assessments that were not given this year due to COVID-19; for the metrics that are available it reports increases in the transfer of total district and school budgets under the control of principals, a small increase in preschool enrollment, and increases in the number of students taking the ACT and SAT and scoring at the remediation-free level; also adds that the graduation rate is 80.1 percent.

TWELFTH-GRADERS WITHOUT A DIPLOMA: COMMITTEE REPORT AND RECOMMENDATIONS, 2020, 15 pages

Report required by Section 733.51 of H.B. 166 of the 133rd General Assembly (2019-2020); legislation directed the formation of a study group to make recommendations as follows: additional assistance and supports to aid students who completed the twelfth grade, but did not meet the graduation requirements to achieve a high school diploma, amount of state funding necessary to ensure the adequate operation of the identified assistance and supports, methods to minimize the social stigma associated with not graduating on time, and changes to the Revised Code or the Administrative Code necessary to implement the identified assistance and supports; describes process followed and presents data findings; identifies promising local practices at Vanguard-Sentinel Career & Technology Centers and Westerville City Schools; suggests more widespread implementation of dropout prevention and recovery progams already permitted in Ohio law; makes five recommendations, with number five being the need for continued study.
