Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. AIR QUALITY DEVELOPMENT AUTHORITY, OHIO.

ANNUAL REPORT, 2023, 32 pages

Report required by R.C. 3706.13; describes the activities of the Authority in 2023, including issuing more than $431 million in revenue bond financing for 15 projects to improve air quality, and $80,000 in grants to small businesses; provides overview of some of the major state projects that received financing; contains audit of expenditures and revenues of the Authority in 2023.

Report required by R.C. 109.97(B); provides legislative history of capital punishment in Ohio; explains the statutes, executive clemency review, the law as it relates to individuals with disability, and DNA testing; presents statistics, including demographic characteristics, about individuals receiving death sentences; includes case history sheets for every case that resulted in a death sentence since 1981, noting state and federal procedural events.

Report required by R.C. 103.143; contains a compilation of "As Enacted" fiscal notes for bills requiring a local impact statement in 2023; includes comments from four local government associations.

PUBLIC UTILITIES COMMISSION OF OHIO

RENEWABLE PORTFOLIO STANDARD REPORT TO THE GENERAL ASSEMBLY BY THE PUBLIC UTILITIES COMMISSION OF OHIO FOR THE 2022 COMPLIANCE YEAR, 12 pages

Report required by R.C. 4928.64; addresses compliance activities in meeting benchmarks for renewable energy resources, solar, and nonsolar, describes the average annual renewable energy credits costs purchased by utilities and companies, and describes reported strategies for utility and company compliance or activities to encourage the use of renewable energy resources to satisfy the state's electricity demand. Prior to the 2020 compliance year, Ohio's Renewable Portfolio Standard (RPS) included a specific annual solar requirement. That solar requirement has since been eliminated, but solar resources still can be applied to the overall renewable requirement.

The Select Committee was created to investigate steps the state can take to encourage home ownership and remove barriers to neighborhood revitalization; contains statements from committee members, including senators who attended regional hearings; presents housing stock and cost data in the state and compares similarly-sized cities; identifies issues and recommendations specific to smaller regions throughout the state; makes recommendations in areas such as tax credits to workers, modernizing building codes and zoning laws, and introducing education campaigns to encourage Ohioans to embrace housing and economic development in their communities.
