Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. ATTORNEY GENERAL'S CONSUMER PROTECTION SECTION, OHIO.

ANNUAL REPORT, 2020, 26 pages

Report required by R.C. Chapter 1345.; summarizes lawsuits, judgments, and settlements to ensure compliance with the Consumer Sales Practices Act that occurred in 2020; describes the Robocall Enforcement Unit, a new initiative for 2020.

ANNUAL REPORT ON HUMAN TRAFFICKING IN OHIO, 2020, 14 pages

Reviews the activities of the past year; states the "biggest triumph" of 2020 was the change to the human trafficking statute, R.C. 2905.32, enacted by H.B. 431, 133rd General Assembly, to treat 16 and 17 year olds the same as younger minors; summarizes Human Trafficking Summit held January 9, 2020; provides brief highlights of the three human trafficking task forces in Ohio that operate under the Ohio Organized Crime Investigation Commission; reports statistics about victims, broken down by age, gender, and race, suspected traffickers, and suspected consumers of trafficked persons; identifies alcohol or drug dependancy and being "oppressed, marginalized, and/or impoverished" as the most common socio-economic factors contributing to being a victim, as identified by law enforcement officers.

ANNUAL REPORT ON CAPITAL PUNISHMENT IN OHIO, 2020, 406 pages

Report required by R.C. 109.97(B); provides legislative history of capital punishment in Ohio; explains the statutes, executive clemency review, the law as it relates to individuals with disability, and DNA testing; presents statistics, including demographic characteristics, about individuals receiving death sentences; includes case history sheets for every case that resulted in a death sentence since 1981, noting state and federal procedural events; reports that as of December 31, 2020, since 1981, 336 individuals received a death sentence (341 total death sentences because certain individuals received 2 sentences), 56 executions were carried out, 82 have been removed from death row by judicial action, and 140 people (142 sentences) are currently on death row.

Report required by R.C. 2743.69; paid 1,987 claims averaging $2,825 each for the period; notes funds cover reimbursement for medical expenses, crime-scene cleanup, counseling, and other services to crime victims and their families; outlines the duties of the Grants and Victim Services Initiatives units of the Crime Victims Section; describes the the Sexual Assault Forensic Exam program (required by R.C. 2907.28), the Victim Information and Notification Everyday (VINE), and the Crime Victims Compensation programs; includes tables and graphs of administrative costs, statistics about applications and awards, processing times, annual payouts, types of incidents, subrogation recoveries, and awards by counties.

Report required by R.C. 125.112(G); focuses on award recipients that received awards with a 2019 closeout year; reports on the level of compliance of business entities with the terms and conditions, including performance metrics, of state awards for economic development administered by the Ohio Development Services Agency; makes recommendations to Governor DeWine and the General Assembly to review the efficacy of these award programs and determine whether there are sufficient controls in place to ensure the public's dollars are being spent wisely; makes other specific recommendations for statute changes, including the transfer of this review to the Auditor of State.

OHIO VETERAN SUICIDE REPORT, November 2020, 26 pages

Report required by Section 337.30 of H.B. 166 of the 133rd General Assembly; examined suicide rates for Ohio's general population and then focused on veterans as a subgroup; presents numerous statistics about suicide among veterans; summarizes actions to reduce suicide, relying on The Ohio Suicide Prevention Plan, 2020-2022 (also attached to this bibliography); concludes education about the need for safe storage of firearms during times of emotional crisis and increasing outreach and support to aging veterans (particularly those over 75 years old) are two key components in the plan to promote reduction of suicides among veterans.

Report required by R.C. 4928.64; addresses compliance activities in meeting benchmarks for renewable energy resources, solar, and nonsolar; describes the average renewable energy credits costs purchased by utilities and companies; describes reported strategies for utility and company compliance or activities that encourage the use of renewable energy resources to satisfy the state's electricity demand.
