Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. EDUCATION, OHIO. DEPT. OF

KINDERGARTEN THROUGH GRADE 4 LITERACY REPORT FOR SCHOOL YEAR [MEANING DATA YEAR*] 2019-2020, January 2021, 4 pages

Required by R.C. 3313.608; reports to extent possible: (1) number and percentages students who are reading below grade level by assessment and performance level, (2) reading achievement progress for students on reading improvement and monitoring plans in Ohio, and (3) types of intervention services provided to students by school districts and community schools; certain data unavailable for inclusion due to the cancellation testing in the Spring of 2020 and Section 18 of H.B. 164 of the 133rd General Assembly that eliminated the requirement to submit Reading Improvement Plans for the 2020-2021 school year.

*Clarified with the Department because the title of the report issued in January 2020 had the exact title; last year's report covered data from 2018-2019.

Report required by R.C. 3345.72; part one contains responses to 12 questions, designed to probe for serious cash flow problems, answered by the campus fiscal officers of all 37 of Ohio's state-supported colleges and universities for which the desired answer is no; nine universities answered yes to at least one of the questions, mostly due to COVID-19 and some due to student refunds; contact the LSC Library for copies of the individual university reports.

Report required by R.C. 4913.43; Public Utilities Commission of Ohio through the Underground Technical Committee (UTC) assigned authority to enforce Ohio's utility damage prevention laws; lists members of the UTC; UTC met four times and considered 31 cases in 2020; notes disposition of the cases; summarizes amounts of money collected through registrations and fines; summarizes process of conducting investigations, considering reports of inquiry, and reaching decisions.
