Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. MISSING CHILDREN CLEARINGHOUSE ANNUAL REPORT, 2020, May 25, 2021, 21 pages

Report required by R.C. 109.65(F); summarizes the activities of the Clearinghouse; provides statistics on missing children by county and by month; describes its use of AMBER alerts and endangered missing child alerts; highlights the virtual activities in Ohio to commemorate National Missing Children's Day; describes its collaboration with other agencies, such as Ohio human trafficking task forces and U.S. Marshals, to locate missing or abducted children and prevent future incidents; identifies its services to the public and law enforcement agencies, its national resources and partners, and its publications.

ANNUAL STATE REPORT ON PRESCHOOL CHILDREN WITH DISABILITIES, STATE FISCAL YEAR 2020, March 2021, 3 pages

Report required by R.C. 3323.20; notes an increase of 4.03% of preschool students receiving services over the last reporting year; more than 74.49% of students receive services due to a developmental delay or speech and language impairment.

COMPENSATION FOR DECREASE IN VALUATION OF DISTRICT PUBLIC UTILITY PERSONAL PROPERTY,  2021, 1 page

Report required by R.C. 3317.27; purpose is to recommend a payment structure for additional state funds to districts that experienced at least a 50% decrease in valuation of public utility personal property at a specified time; no districts meet the criteria to require the Department to recommend a payment structure; H.B. 164 of the 133rd General Assembly provided additional state funding for both FY 2020 and FY 2021 to school districts  facing declining public utility values of at least 10%; the Department projects nine schools districts will receive money under that provision; the Department has no recommendations for additional funding.

MEDICAID OVERSIGHT COMMITTEE. OHIO. JOINT

REPORT ON THE MEDICAID MEDICAL INFLATION RATE FOR THE FISCAL YEARS 2022-2023, May 2021, 37 pages

Report required by R.C. 103.414; JMOC selected 3.3% as the medical inflation rate, also known as the JMOC rate, for FY 2022 and FY 2023 for Ohio's Medicaid program as part of the main appropriations budget; JMOC worked with Optumas, an outside actuarial firm, and its report that summarizes its methodology for the development of the growth rate projections is included with this report.

Report required by R.C. 5703.42; reviews the Department's activities; provides brief fiscal information about the Department; describes the responsibilities of certain staff and its divisions; provides detailed descriptions of the tax base, rates, and provisions of each of the state taxes and three revenue sharing funds administered by the Department, and 14 locally administered taxes; contains detailed statistical data concerning each individual tax, comparisons to "competitor states," if applicable, and a history of the major legislative changes to the tax.
