Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. Report required by R.C. 3313.488; Superintendent of Public Instruction reports there are no districts subject to the statute at this time, so there is nothing to report.

COMPENSATION FOR DECREASE IN VALUATION OF DISTRICT PUBLIC UTILITY PERSONAL PROPERTY, August 20, 2020, 2 pages

Report required by R.C. 3317.27; purpose is to recommend a payment structure for additional state funds to districts that experienced at least a 50% decrease in valuation of public utility personal property at a specified time; Manchester Local School District in Adams County experienced a 65.86% reduction in public utility personal property values in the Department of Taxation certified tax year (TY) 2019 compared to TY 2018; Department of Education recommends no additional funding as the $1,318,834 adjustment for the school district in H.B. 164 "is equal to the amount of local operating taxes lost since FY 2019 funding was calculated. As a result, the adjustment fully compensates the district for the local property tax losses."

ANNUAL REPORT ON THE COST OF HEALTH CARE IN OHIO'S PUBLIC SECTOR, 2020, 67 pages

Report required by R.C. 4117.02; purpose is to collect data on various aspects of health insurance, plan design, and cost for government entities; the data was collected through Novi Survey, an online survey tool; data from 1,185 completed surveys with information about 1,952 health insurance plans available to public sector employees in Ohio is summarized in the report; report presents information for both single and family coverage; the survey was limited to the collection of data from up to three medical and prescriptions plans and one for dental, vision, and life insurance plans.

Report required by R.C. 4117.02; presents agency mission, overview, and photographs and biographies of Board members; transmittal letter mentions adjustments made during the COVID-19 pandemic and notes that 1,084 collective bargaining agreements were processed; reports that the Board's meetings have resulted in the adjudication of 260 unfair labor practices charges and 142 union elections or representation issues;  contains more detailed statistics using infographics; summarizes opinions issued in FY 2020.

Report required by R.C. 3345.72; transmittal letter explains that it summarizes responses to 12 questions, designed to probe for serious cash flow problems, answered by the campus fiscal officer of all 37 of Ohio's state-supported colleges and universities for which the desired answer is NO; 22 universities answered yes to at least one of the questions, mostly due to COVID-19; contact the LSC Library for copies of the individual university reports.

CAREER-TECHNICAL CREDIT TRANSCRIPT WORKGROUP REPORT, July 31, 2020, 48 pages

Report required by R.C. 3333.167; legislation directed the Chancellor of the Department of Higher Education and the Superintendent of Public Instruction to examine the potential implementation of a statewide plan that permits a high school student enrolled in a career-technical planning district (CTPD) to receive college credit on a college transcript in a manner comparable to College Credit Plus (CCP); workgroup consulted with the Higher Learning Commission (HLC) which accredits institutions of higher education; workgroup concluded that a recommendation of a transcription model comparable to CCP was not viable at this time; identified significant challenges that could be addressed at this time and made recommendations; notes "ODHE is committed to continuing conversations with HLC to determine how we might move to a transcripted credit model in the future."
