Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when reports must be submitted to the General Assembly, copies of the reports must be submitted to the Director of the Legislative Service Commission (LSC). Section 101.68(C) requires LSC to monthly inform each member of the General Assembly of the reports received. Below is the annotated bibliography of reports recently submitted to LSC. The bibliography, compiled by the LSC Library staff, also includes other documents that may be of interest to legislators. ANNUAL REPORT 2019, 20 pages

Report required by R.C. 173.01; contains statistics about older Ohioans; highlights initiatives supported by the state budget and the State Plan on Aging; reviews Department's activities and accomplishments in the areas of caregiver infrastructure, protecting the independence and vitality of older Ohioans, the effect of the opioid crisis on older Ohioans, and the expansion of nutritional and other services to promote healthy living.

STUDY OF INTERNET-OR COMPUTER-BASED COMMUNITY SCHOOL FUNDING MODELS, December 2019, 29 pages

Report required by Section 265.470 of H.B. 166 of the 133rd General Assembly; Department directed to study competency-based and completion-based models for funding e-schools and address the feasibility of implementing those models in Ohio; report explains Ohio's current method of funding, process used to research and prepare this report, and defines types of funding models; makes findings about the current system of accountabiity and oversight; finds that competency-based funding in K-12 education is not practiced in the United States, but that performance-based funding models have used a completion-based funding model; the Department finds numerous challenges to switching to a completion-based funding model and at this time does "not recommend or find feasibility in moving to a competency-based funding model;" summarizes the challenges the Department identified in this review that would need to be addressed if Ohio decided to move in the direction of a competency-based funding model; identifies issues for further study.
