Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when annual or other types of reports are to be submitted to the General Assembly, it is sufficient for copies of the reports to be submitted to the Director of the Legislative Service Commission (LSC). The Director is then to inform each member of the General Assembly of the content and form of the report as well as the cost of its preparation and the number of copies printed. Submission of reports to LSC eliminates the need to send reports to each member of the General Assembly.

As required under section 101.68(C), below is the annotated bibliography of documents recently received. In addition, the bibliography includes other documents that may be of interest to legislators. Electronic copies of the documents also are included if available; click "View Report" to open a document. Please call the LSC Library at (614) 466-5312 to borrow a copy of any of the reports that are not available in an electronic format, or visit the Library on the 9th floor of the Riffe Center. Summarizes the work of the Consumer Protection Section of the Ohio Attorney General's office during 2018; briefly describes lawsuits, judgments, and settlements sought to ensure compliance with the Consumer Sales Practices Act; reports on the programs of the Consumer Assistance, Identity Theft, and Education Units, and Elder Justice Initiative; notes the top complaint to the Consumer Protection Unit relates to motor vehicles.

ANNUAL REPORT ON CAPITAL PUNISHMENT IN OHIO, 2018, 379 pp.

Report required by H.B. 18 (122nd General Assembly); provides legislative history of capital punishment in Ohio; presents statistics, including demographic characteristics, about individuals receiving death sentences; includes case history sheets of every case that resulted in a death sentence since 1981, noting state and federal procedural events; reports that as of December 31, 2018, 329 individuals received a death sentence (four individuals received two death sentences) to make a total of 333 death sentences received; identifies by name the 143 active death sentences and includes the date of scheduled execution; and identifies the person and date of the 56 executions that have taken place under Ohio's current law through December 31, 2018.

Report fulfills the requirements of H.B. 49's (132nd General Assembly) pilot program concerning the use a "qualified third party" to be "responsible for receiving notices of sealing or expungement from a court and directing identified data repositories and other website to remove the record from its database or website"; the Attorney General's office was entrusted with the responsibilities of selecting and contracting with a vendor (Higbee & Associates), determining the distribution of the fee, promulgating rules, oversight, and reporting; provides brief statistics about utilization and summarizes feedback of the clerks of court, and others.
