1 member to represent the public appointed by Governor with advice and consent of Senate, who must be an engineer chosen from a list of 3 nominees submitted by Office of Consumers' Counsel; 4 nonvoting legislative members: 1 appointed by the Speaker of the House, 1 appointed by the President of the Senate, 1 appointed by the Minority Leader of the House, and 1 appointed by the Minority Leader of the Senate, each of whom has an alternate designated by appointing authority; and ex officio: Chairman of Public Utilities Commission, and Directors of Environmental Protection Agency, Agriculture, Health, Development, and Natural Resources. When an application to the Board is made for amending a utility facility, defined as an economically significant wind farm, a large wind farm, or a large solar facility, the Board must include 2 ad hoc members who must be the Chairperson of the Board of Township Trustees and the President of the Board of County Commissioners. If the facility will be located in multiple townships, the township trustees vote to select a representative. |
