Qualifications
11 voting members appointed by the Governor, or Sub-Saharan African origin, and American citizens or lawful, permanent resident aliens. Voting members must be from urban, suburban, and rural geographic areas. 2 nonvoting members appointed by the Speaker, one of whom is a member of the House and one a private citizen. 2 nonvoting members appointed by the Senate President, one of whom is a member of the Senate and one private citizen.
