Qualifications
Governor appoints 1 member who must have a B.S. degree in engineering or transportation science. 1 from each state must be chairperson of that state's railroad authority or transportation authority. Council is created by the Interstate High Speed Intercity Rail Passenger Network Compact, which is subject to ratification by 2 or more states (Ohio, West Virginia, Indiana, Michigan, Pennsylvania, Illinois, Kentucky).
