Qualifications
The State Board of Education appoints the following members: (a) 10 teachers employed in a school district: 3 teachers in a secondary school; 2 of whom must be teachers in a middle school; 3 teachers in an elementary school, 1 of whom must be a teacher in a pre-kindergarten classroom, and 1 of whom must serve on a local professional development committee. At least 1 of these teachers must hold a teaching certificate or license issued by the National Board for Professional Teaching Standards. The Ohio Education Association (OEA) and the Ohio Federation of Teachers (OFT) must submit lists of 14 nominees and 6 nominees, respectively, for these teacher appointments, and the State Board of Education may make 7 appointments from the OEA list and 3 from the OFT list. (b) 1 teacher employed by a chartered, nonpublic school. The State Board of Education is responsible for selecting stakeholder groups to submit a list of 2 nominees for this appointment. (c) 5 school administrators in a school district: 1 secondary school principal, 1 middle school principal, 1 elementary school principal, 1 person employed as a school district treasurer or business manger, and 1 school district superintendent. The Buckeye Association of School Administrators (school district superintendent), Ohio Association of School Business Officials (school district treasurer or business manager), Ohio Association of Elementary School Administrators (elementary school principal), and Ohio Association of Secondary School Administrators (middle and secondary school principals) must each submit a list of 2 nominees for each position indicated in parentheses. (d) 1 person who is a member of a school district board of education. The Ohio School Boards Association must submit a list of 2 nominees for this appointment. (e) 1 person who is a parent of a student currently enrolled in a school operated by a school district. The Ohio Parent Teacher Association must submit a list of 2 nominees for this position. (f) 1 person who represents community schools. The Chancellor of the Board of Regents appoints 3 persons employed by institutions of higher education that offer approved teacher preparation programs: 1 employed by a private, nonprofit Ohio college or university, 1 employed by a state university or university branch, and 1 employed by a state community college, community college, or technical college. Either the employee of a private, nonprofit Ohio college or university or the employee of a state university or university branch must be employed in a college of education or in a college of arts and sciences, so that both types of colleges are represented. The Speaker of the House of Representatives and the Senate President each appoints 2 persons who are active in or retired from the education profession. The Chancellor of the Board of Regents and Superintendent of Public Instruction, or their designees, and the chairpersons and ranking minority members of the House and Senate Education Committees are nonvoting members. The Board membership must reflect the state's diversity in terms of gender, race, ethnic background, and geographic distribution.
