Not specified	Am. Sub. H.B. 516 of the 125th G.A. changed the Council's name from the State Planning Council to the Ohio Developmental Disabilities Council.

Qualifications
Governor appoints members who are Ohio residents in accordance with 42 U.S.C. 15025. This law requires the Council to include representatives of relevant state agencies, including those that administer funds provided under federal laws related to individuals with disabilities, such as the Rehabilitation Act of 1973, the Individuals with Disabilities Education Act, the Older Americans Act of 1965, and Titles V and XIX of the Social Security Act; higher education training facilities; each university affiliated program or satellite center in Ohio; the state protection and advocacy system; and local and nongovernmental agencies and private nonprofit groups concerned with services for persons with developmental disabilities. At least 60% of the membership must be persons with developmental disabilities or the parents or guardians of children with developmental disabilities or immediate relatives or guardians of adults with mentally impairing developmental disabilities who cannot advocate for themselves, and who are not employees of certain state agencies or managing employees of certain entities. From this group, one-third must be persons with developmental disabilities, one-third must be parents or guardians of children with developmental disabilities or immediate relatives or guardians of adults with developmental disabilities, and one-third must be a combination of the above-listed persons; at least one of these individuals must be an immediate relative or guardian of an institutionalized or previously institutionalized person with a developmental disability. members must be geographically representative of the entire state and reflect the state's racial and ethnic diversity. The Governor must select Council members after soliciting recommendations from organizations representing a broad range of individuals with developmental disabilities and individuals interested in individuals with developmental disabilities.
