The Council must make an annual report to the Governor, the House Speaker and Minority Leader, the Senate President and Minority Leader, and the Director of Job and Family Services that addresses the availability, affordability, accessibility, and quality of child care and that summarizes the recommendations and plans of action the Council has proposed to the Director during the preceding fiscal year.

Qualifications
22 appointed by Director of Job and Family Services with approval of Governor: there must be 6 representatives of child care centers subject to licensing, representing a variety of centers, proprietary and nonprofit, from different geographical areas of the state; at least 3 members must be parents, guardians, or custodians of children receiving child care or publicly funded child care in the child's own home, a center, Type A home, certified Type B home, Type B home, or Head Start program; 3 members must represent in-home aides, Type A homes, certified Type B homes, Type B homes, or Head Start programs; at least 6 members must represent county departments of job and family services; and remaining members must represent the teaching, child development, and health professions, and other individuals interested in the welfare of children. At least 6 members must not be employees or licensees of a child care center, Head Start program, or Type A home, or providers operating a certified Type B home or Type B home, or in-home aides. Director of Job and Family Services, Director of Mental Health, Director of Developmental Disabilities, Superintendent of Public Instruction, Director of Health, Director of Commerce, and State Fire Marshal are nonvoting members.
