Qualified electors residing in the technical college district who are not employees of the technical college and not members of a school district board of education or of an educational service center governing board. 3 appointed by the Governor with the advice and consent of Senate (no more than 1 may be an employee of a governmental agency). 6 appointed by caucus of the presidents of the city and exempted village boards of education of school districts and of the educational service center governing boards served by the technical college district (no more than two may be employees of a governmental agency).
